On behalf of the 360 plus Windsong Ranch families who signed this petition, I want to express our heartfelt gratitude for your vote Monday night to approve our annexation petition. This was a historic moment — not just for our families, but for Prosper ISD.

Your decision does more than approve an annexation. It begins to correct a boundary anomaly designed in the 1950s that has never made sense for our community. For 13 years, Windsong Ranch families have paid millions in property taxes to a district that has never educated a single one of our children, while Prosper ISD has welcomed our 274 students, provided them an exceptional education, and made them part of your community.

This annexation brings property tax funding that is deserved and earned. Prosper ISD has already been providing educational services to our students — now the tax revenue will finally follow. This isn't new burden; it's recognition of reality. And the benefit to the district will compound for decades to come as Windsong Ranch continues to grow and thrive as part of Prosper.

We are grateful for the opportunity to no longer be "step-family" — students and families on the outside looking in — but to become real family by paying our fair share to the district that educates our children. We will continue to volunteer, support, donate, and show up for PISD, as we always have. The only difference now is that our tax dollars will finally match our commitment.

For our TEA filing, we respectfully request copies of the following from the December 15, 2025 meeting:

• The formal motion language as adopted by the Board
• The Board's findings of fact supporting the approval
• The official meeting minutes documenting the Board's decision

TEA Appeal Collaboration

As you know, because Denton ISD denied the petition, we must now appeal to the TEA Commissioner under Texas Education Code § 13.051(j). We have 45 calendar days from Denton ISD's December 9 denial to file our Petition for Review. I would like to invite us to work collaboratively to ensure our appeal has the strongest possible standing for the Commissioner's de novo review. Specifically:

• Would it be possible for me to work with Haley to share my draft Petition for Review?
• Could she review it to ensure accuracy, alignment with the district's resolution, and compliance with TEA filing standards?

A coordinated submission — with the petitioners' filing supported by Prosper ISD's approval and findings — would present the most compelling case to the Commissioner.
